Dear Mr Moorhouse

Complaint against South Wales Police, Mr A T Burden Chief Constable, Mr Jones Chief Superintendent - Pontypridd Police Office and Mr Fletcher Chief Inspector - Aberdare Police Office

Thank you for your letter of 16^th August 1999. I wish to draw to your attention that there is a 21 year history to my complaints against South Wales Police. I have documented audio and video recorded evidence that South Wales Police have violated my basic fundamental human rights, they took all my freedom away from me. The Chief Constable is allowing his police force at Aberdare and Pontypridd offices to carry out all sorts of atrocities for ethnic cleansing to drive me out from my home, out from this part of the United Kingdom.

TERROR IN SOUTH WALES

Footage from my CCTV cameras shows that I have been systematically attacked and my home vandalised by a huge number of people from the local racist ethnic Welsh residents. Also my evidence confirms that 100% of the local racist ethnic Welsh residents and South Wales Police are the people causing all these problems and every attack is racially and politically motivated. The ethnic Welsh are obsessed about their culture and about their lost nation.

The Chief Constable Mr A. T. Burden, who is supposed to protect me, is allowing his force to terrorise and revictimise me. He is committing crimes against humanity.

If South Wales Police Chief Constable Mr A. T. Burden tells you that he is not operating a double standard police policy and if they are not running and institutionalised racist police establishment then I would like to challenge and ask him to publish and release the following information to the public:

1. For the past 21 years, why did South Wales Police frame me up with over 80 trumped up charges and on every charge, why did the police always use the culprits false statements and he revictimise me?
2. For the past 21 years South Wales Police spent several millions of pounds just to revictimise, criminalise and destroy my character.
3. For the past 21 years I must have made approximately 1000 complaints against South Wales Police and every time my complaint has been tampered with, my statements have been manipulated and distorted. Also I have been cheated by the lies of South Wales Police Complaints and Discipline Department.

Therefore I am asking the Police Complaints Authority Chairman, Mr Moorhouse, would you ask South Wales Police Complaints and Discipline Department to release me all the copies of the results of their investigations together with my statements. If they have got nothing to hide then I suggest that they should be afraid from nothing and they should automatically release me this information so that I can examine them myself.

Mr Moorhouse, for the past 21 years your office has put a rubber stamp on each and every investigation that South Wales Police Complaint and Discipline Department has filed before you. Therefore your office betrayed me and in fact your office allowed South Wales Police to brutalise me for the past 21 long years. South Wales became my death trap.

Mr Moorhouse, for the past 21 years your office and South Wales Police have been in collusion, making me a permanent prisoner, isolated, degraded, seduced, punished, tortured and de-humanised. Therefore I am asking you to release me copies of all my complaints and the results of South Wales Police investigations so that I can examine them.

Mr Moorhouse, I am asking both to you and South Wales Police Chief Constable, Mr A. T. Burden to respect my rights and release me all the relevant documentation for the past 21 years so I can examine them and find out the corrupt and abused intention of these establishments which kept me for 21 years in prison. Please take this into your consideration, that I am doing my own investigation and research in my own problems against these establishments because I am very Ill and I am dying from my Illness and I want to be released from this torture chamber and freed from South Wales Police brutalities so that I can die as a free man.

For the past 21 years I must have several thousand 999 calls and reported to the police all kinds of crimes. Would you ask South Wales Police to release me the number of calls that I have made and the crimes that I reported, and to give their explanation as to why they have failed to take any action against anyone.

For the past 21 years I have personal experience with this department. They are so corrupt and abused they work with lies and cheats with corrupt intention. They fabricate anything and everything. They are so corrupt and abused it simply wouldn’t stand up for itself. Therefore whatever they write to you behind my back is untrue and false. For this reason will you kindly consider to supply me with copies of their correspondence and reports so that I can examine them, after all they are lying about me and I want you to respect my rights so that I can challenge South Wales Police.

Please note that I have made a formal complaint against Police Inspector 2643 Lancaster on 01/10/96. He was an investigation officer in my complaints against the Police when he conspired with others and framed me up with trumped up charge.

On 09/08/99 South Wales Police Complaints and Discipline Department appointed Police Inspector Lancaster to investigate all my complaints during July and August 1999 against the Police. I found this appointment is quite offensive and has a corrupt and abused intention and I made it absolutely clear to South Wales Police that such an investigation is unacceptable to me.

Mr Moorhouse, I am talking to you about 21 years of my complaints against the Police having been suppressed and covered up. For this reason I am asking you and South Wales Police to release all the facts so that I can examine them and find out how your offices are conducting these investigations.

I am writing to draw your attention that these procedures have been subjected to abuse and in fact, has been corrupted and abused by South Wales Police Complaints and Discipline Department. Please note that South Wales Police do not allow me to audio record my complaints to the police because they don’t want me to collect any evidence. For this reason they stop respecting my rights and refusing to take anymore complaints from me.

Mr Moorhouse, I am writing to tell you that I wish to make further complaints against the Police.

Mr Moorhouse . I wish to place a formal complaint in your hand against Superintendent M. Jehu, Head of Complaints and Discipline Department.

Also I wish to place a complaint against Chief Inspector R. Ashby, Complaints and Discipline Department.

Also I have further complaint against 3650 Chief Constable Mr A. T. Burden.

Mr Moorhouse, please note that I have already made 6 complaints against the Chief Constable which have all been recorded but these last two complaints have not been recorded. Would you arrange for someone to take my complaint down. Would you ask them to allow me to audio record my complaints.

Finally, Mr Moorhouse, please take note that I have been harassed and terrorised for 24 hours a day and South Wales Police simply do not provide me with any police services or any protection. Therefore I intend to continue making my complaints against South Wales Police and that includes the Chief Constable on a day to day basis. If they fail to carry out their obligations to provide me with protection for my life and my home then they leave me with no choice but to make these complaints against them in a similar sort of tone.

Mr Moorhouse. Please note that South Wales Police Chief Constable Mr A. T. Burden has two video tape recordings that run for over 12.5 hours. These contain footage, caught on my CCTV Cameras, of people terrorising me and police misconduct’s. My evidence clearly indicates and proves that South Wales Police are aiding and abetting these violent racial attacks.

Mr. Peter Woodhouse, as the chairman of the Police Complaints Authority, both your office and South Wales Police Authority has an obligation to explain to me as well as to provide me with the facts, the stubborn facts about what your offices have done with my complaints of the past 21 years, because I want to know.

Do you and South Wales Police have any difficulties understanding this.

I am talking about the fact that statutory procedures have been corrupted, abused and all my evidence has been tampered with and suppressed. Therefore I am asking both you and South Wales Police to put all your cards on the table with evidence and copies of my complaints and copies of the way you have filed and suppressed your investigations.
